Comments on the Minister’s Draft Regulation On Quality Assurance Measures
Recommendation
Provide more comprehensive requirements when hiring new staff to better protect individuals with disabilities from abuse. For example, implement a scoring system that takes into consideration the following “red flags”:
· the past employer refuses to provide or gives very minimal references
· there is an employment gap in the resume
· all references are "Personal" instead of "Professional"
